Due to this, the second bridge was built with assistance from the Japanese government. The second bridge was named after the late Senator Marcelo “Celing” B. Fernan. Senator Fernan is the only Filipino to serve as the Senate President and Chief Justice of the Supreme Court of the Philippines. He is also the third Filipino lawyer to lead two of the three branches of the Philippine government. The Marcelo Fernan Bridge is an extra-dosed cable-stayed bridge connecting the island of Mactan and mainland Cebu spanning across the Mactan channel. It has a total length of 1237 meters and a center span of 185 meters. It is the widest and longest bridge span in the entire archipelago. Construction of the bridge started in 1998 and it was opened to motorists in August 1999. Part of the funding came from the Japanese government as a symbol of friendship between the two Asian countries. One feature of the bridge is the mini-park located under the Lapu-Lapu City side. The mini-park has some benches and walkways where locals and foreigners can stay and enjoy the sea breeze. The Marcelo Fernan Bridge connecting Mandaue City and Lapu-Lapu City had a significant contribution to the continuing development of the province. However, this development also resulted to an increase in the population of the place. As a result, traffic between the two cities increased, which made it necessary to build a third bridge to ease the traffic in the area. The local government units are already making plans for the construction of a third bridge connecting the two islands.
